Could my car be frozen?

i have a 95' eighty eight olds. and i tried starting it last night and it was -8. it wouldn't turn over. now today i tried it and it was 18 degrees and it turned on and turned right back off.... what could be the problem? could a jump resolve the issue? or could my fuel lines be frozen? i'm in chicago and it's been super cold the last few days. do i have to wait until it thaws out for it to start again or what? please help
